Preamble
Citizens of the World,
When existing governments, laws, or international agreements
no longer provide a framework for universal freedom but
have instead extinguished all efforts for self-determination,
it becomes the right and the duty of the people so oppressed
to alter or abolish them and to forge a new guardianship
for the universal laws and the inalienable rights granted
to man by his Creator.
The indwelling Spirit of Life within the hearts of men has
prevented a widespread call to arms among the people of
earth against their oppressors who have perpetrated intolerable
governmental, social, and legal injustices; for as history
records, senseless bloodshed has never been the solution.
Nevertheless, the events of the hour demand direct and concerted
action.
Life itself cries out to be liberated from its economic,
political, and military oppressors East and West. Heartless
leaders of the free world have stood by and watched recent
intervention by the forces of World Communism impose totalitarian
systems on the peoples of Poland, Afghanistan, Laos, Cambodia,
and certain states of Africa and Central America that have
stripped from the people of these nations their inalienable
rights of human dignity, life, liberty, property, and self-determination.
The militaristic leaders of World Communism have spread
their system of government and the absolute control of society
as a cancer upon the earth that has offered nothing but
slavery, death, and a mechanized existence to the people
of God.
The forces of World Communism have carried out their unscrupulous
moves toward world domination unchecked by the leaders of
Western nations, who claim impotence because they are bound
by certain international accords and agreements.
We, therefore, as representatives of the people, can no
longer remain silent in the face of such tyranny. We affirm
our right and our duty to declare our disavowal of these
hollow agreements and accords.
We offer instead our pledge to establish a world commonwealth
of the people of God based upon the recognition that it
is only the united interdependency of brother to brother,
transcending all racial, religious, ideological, political,
and national barriers, that can maintain a world order committed
to mutual peace, security, justice, universal freedom, and
individual self-destiny that reflects the genuine interests
and aspirations of all peoples.
In support of this action, we, by the authority of the Flame
of Life vested in us by our Creator, do hereby deliver the
following Declaration of International Interdependence of
the Sons and Daughters of God Apart from Their Political,
Economic, and Military Oppressors in Every Nation on Earth:
Statement of Grievances
against the Political, Economic,
and Military Oppressors of the People
Whereas, certain international agreements made without
the vote or consent of the people at the close of World
War II at Yalta, February 4-11, 1945, and Potsdam, July
27-August 2, 1945, have resulted in the subjugation of over
140 million East European people to World Communism; have
maintained the bondage of 265 million Russians; and have
opened the door for the enslavement of over 1 billion Asians,
Africans, and Latin Americans; and
Whereas, the terms of the agreements negotiated for
and on behalf of the people of the world at Yalta and Potsdam
in 1945 and at Helsinki in 1975, which promised "a
secure and lasting peace," the right to "free
and unfettered elections" on "the basis of universal
suffrage and secret ballot," and guaranteed the right
of every nation "to juridical equality, to territorial
integrity and to freedom and political independence,"
have been violated and abused by the Soviet Union; and
Whereas, Franklin Delano Roosevelt and Winston Churchill
at Yalta, as representatives of the free peoples of the
world, capitulated to Joseph Stalin and abandoned Poland;
recognized the Soviet occupation of Mongolia, Moldavia,
Estonia, Latvia, and Lithuania; and agreed to accept Stalin's
terms on a voting formula for the United Nations that turned
a potentially effective international organization into
a mere facade; and
Whereas, Roosevelt and Churchill, without the concurrence
of Chiang Kai-shek, agreed to pay Stalin's price for Soviet
intervention against Japan (an intervention that was nonessential)
that gave the Soviets rights to east Asian territory, paving
the way for the future Communist domination of Asia; and
Whereas, at the continuation of these talks at Potsdam,
the Western Allies, now under the leadership of President
Harry S. Truman and Prime Minister Clement Attlee, gave
in to Stalin and granted further concessions to the Soviet
Union, giving them one-third of the German naval and merchant
marine fleet, reparations from both Soviet and Western occupied
territories, control of the Balkans, and the extension of
Poland's boundary; and
Whereas, the thirty-five-nation summit meeting in
Helsinki, Finland, in July 1975, produced the accords that
gave the Soviet bloc the long-sought-for international recognition
of the borders established by the Yalta and Potsdam agreements;
and
Whereas, these accords also guaranteed the protection
of and respect for basic human rights and fundamental freedoms,
established the "inviolability of frontiers" and
"non-intervention in international affairs" of
another participating nation, and called for greater economic
cooperation among the signatories; and
Whereas, these three agreements, negotiated against
the will of the people and without the consent of their
respective representative assemblies, have given the leaders
of the Communist world the opportunity to repress the peoples
of Mongolia, Moldavia, Estonia, Latvia, Lithuania, Czechoslovakia,
Hungary, Poland, Bulgaria, Romania, Yugoslavia; and whose
inequities exported around the globe have spread Communism
to the peoples of China, North Korea, Vietnam, Cambodia,
Laos, and more recently Libya, Ethiopia, Angola, Afghanistan,
Nicaragua, El Salvador, Grenada, with Iran, Guatemala, and
Honduras hanging in the balance;
Soviet Violations, Atrocities, and Noncomplicity
Conscious of the almost unending list of atrocities of the
sixty-four-year-old Soviet regime and the unbroken record
of treaty violations and noncomplicity with international
agreements, we therefore affirm our right and solemn duty
to review before all mankind the historical record of these
events:
Whereas, in 1918-1919, the Soviet secret police,
the Cheka, executed, without trial, more than 1,000 persons
each month; and
Whereas, in 1918, the new Bolshevik government under
Lenin ordered its soldiers to machine-gun the crowds in
Petrograd who were demanding the elections of independent
factory committees; and
Whereas, in 1932 and 1933, the Soviet government
under Stalin's direction artificially created a famine in
the Ukraine causing 6 million persons to die; and
Whereas, at the height of Stalin's terror in 1937-1938,
40,000 persons were shot to death each month; and
Whereas, Hitler, on August 23, 1939, concluded a
nonaggression pact with Stalin which contained a secret
protocol dividing Poland into German and Soviet spheres
of interest, which proved to be the decisive factor leading
to the outbreak of World War II; and
Whereas, beginning in 1939, the Soviet government,
along with the Nazis, participated in mass deportations
of Poles living in their respective spheres; and
Whereas, within months of the 1939 nonaggression
pact between Stalin and Hitler, the Soviet army had occupied
Latvia, Lithuania, and Estonia, and the NKVD (the secret
police) arrested 140,000 persons which they then deported
to Soviet prison camps; and
Whereas, in the first fifteen years of Soviet rule
in Lithuania, which began in June 1940, 1.2 million Lithuanians
were liquidated or deported to Soviet prison camps; and
Whereas, in the spring of 1940 at Katyn near Smolensk,
Russia, 4,243 unarmed Polish officers were shot in the back
of their necks and buried in mass graves by Soviet soldiers;
and
Whereas, in 1944, the Soviet high command refused to allow
Polish troops under its control to cross the Vistula River
to support their countrymen in the Warsaw Uprising against
the Nazis which resulted in the leveling of Warsaw and the
death of 15,000 Polish patriots; and
Whereas, about 6 million Polish citizens-22 percent
of the nation's total population-died during World War II,
and of these, only 600,000 were actual war casualties, the
greatest loss of approximately 4.5 million being due to
the mass extermination, deportation, exile, and forced emigration
of Poles; and
Whereas, the Nazis were responsible for at least
four-fifths of these losses, and the rest were the responsibility
of the USSR; and
Whereas, the United States and Russia signed a secret
agreement in 1945 which became known as Operation Keelhaul
in which the parties agreed to the forced repatriation to
the Soviet Union of almost 4 million anti-Communist Soviet
subjects who had sought asylum in the West and who, upon
return, faced certain execution; and
Whereas, Japan's surrender in 1945 set off a civil
war in China between Nationalist forces led by Chiang Kai-shek
and the Soviet-backed forces of Mao Tse-tung, who defeated
Chiang Kai-shek and exiled him and his followers to Formosa;
and
Whereas, with Mao's success, 953 million people have been
enslaved against their will to a totalitarian government,
which has a record of murdering 64 million Chinese; and
Whereas, when, in June 1956, a work stoppage at the
Poznan railway factory grew into a massive demonstration
against the Communist system, Polish police killed over
50 people and arrested 323; and
Whereas, in November 1956, the Soviet Union moved
its tanks against the unarmed population of Hungary who
were seeking freedom and opened fire upon crowds of men,
women, children, and Red Cross volunteers, killing 32,000;
and
Whereas, since the erection of the illegal Berlin
Wall in 1961-a concrete structure nearly 200 miles long
and known among the Berliners as the Wall of Death-some
300 people have died attempting to reach freedom over it;
and
Whereas, on December 17, 1970, 45 to 200 unarmed
Polish workers were killed by army and police troops when
they poured into the streets of Gdansk to protest food shortages;
and
Whereas, on February 12, 1974, Aleksandr Solzhenitsyn
was arrested by the Soviet government, stripped of his citizenship,
and exiled with his family because of his stand against
Stalin; and
Furthermore, the Soviet Union has in fact violated the letter
and the spirit of the human rights provisions of the 1975
Helsinki accords and has done so with little or no reprisals
from the West; and
Whereas, by the end of 1975, the Soviet regime had
refused Andrei Sakharov permission to travel to Oslo to
receive his Nobel Peace Prize; imprisoned Soviet painter
Boris Mukhametsin for five years in a labor camp merely
for his possession of a copy of Solzhenitsyn's Gulag
Archipelago; sent two Soviet ships per week to Luanda,
Angola, carrying weapons for the Popular Movement for the
Liberation of Angola (MPLA), supported and trained by the
Soviets; continued strict emigration restrictions; and maintained
KGB involvement in the training, funding, and supplying
of weapons to international terrorist groups such as the
Japanese Red Army and the German-based Baader Meinhof gang;
and
Whereas, the Soviet-backed Communist government in
Angola has murdered more than 70,000 women and children;
and
Whereas, Soviet adventurism in Afghanistan and wars by proxy
in Africa, Central America, and now Poland show the lack
of complicity with the policy of nonintervention as defined
by the Helsinki accords; and
Whereas, the growing Soviet-bloc debt to the West,
currently close to $80 billion, and the one-sided flow of
advanced technology from the West to the Soviet bloc show
how the Soviets give definition to the Helsinki provision
on "economic cooperation"; and
Whereas, the Soviet client state of Fidel Castro
in Cuba holds more than 20,000 political prisoners, which,
as a percentage of the total population, is the highest
concentration of political prisoners in the world; and
Whereas, the Soviet-supported leftist terrorist offensive
in El Salvador resulted in the deaths of 10,700 persons
between January and September of 1981; and
Whereas, the Soviet Union has continued unabated
to wage psychopolitical, economic, and tactical warfare,
including well-substantiated uses of mass chemical, biological,
neotechnological as well as conventional warfare against
the free peoples of the earth, and has continued to use
prison psychiatry and the forced administration of neuroleptic
drugs as a means of controlling its civilian population;
and
Whereas, the Soviets continue to jam the Voice of
America and Radio Free Europe broadcasts as well as intensifying
their disinformation <1> campaigns through the media
with the willful intent of destroying every last vestige
of freedom on this planet; and
Whereas, on December 13, 1981, martial law and political
repression began in Poland, with the support and cooperation
of the Soviet Union, where at least 100 have been killed
and thousands held in makeshift internment camps; and
Whereas, the peoples of these nations did not vote
to come under jurisdiction of the world totalitarian movement
that presently holds the Russians, the Chinese, the East
Europeans, Africans, and Latin Americans in bondage and
slavery; and
Whereas, on at least three occasions, namely in Czechoslovakia,
Hungary, and now Poland, the people have actively demonstrated
that they do not wish to be under Soviet domination; and
Whereas, the United States and Western European leaders
have continued, in the face of these protests, to aid and
abet the Soviet leadership by supplying them with advanced
technology, foodstuffs, and money by which the Politburo
has continued to subjugate the people under its domination;
and
Whereas, these leaders have done nothing concrete
to protest Soviet intervention wherever it occurs-under
the pretext of abiding by the terms of the Yalta, Potsdam,
and Helsinki agreements-and, in a posture of fearfulness,
have continued to promote the untenable policies of both
"détente" and "neutralism" for
fear of upsetting delicate arms negotiations or causing
the Soviet bloc to default on its $80 billion debt to the
West;
Declaration
We, therefore, as representatives of the peoples of planet
Earth, appealing to Almighty God to reveal the moral integrity
of our intentions, and in the name and by the authority
of the Flame of Life burning in the hearts of all citizens
of the world, do solemnly publish and declare:
That those agreements signed at Yalta and Potsdam in 1945
and at Helsinki in 1975, by virtue of the blatant violations
of the letter and the spirit of these agreements by the
Soviet Union and the ignorance of these violations by the
leaders of the free world, are hereby declared null and
void; and
That the peoples of the nations of this earth are, and of
right ought to be, free and independent of their oppressors;
and
Therefore, it is high time that all the people of planet
Earth be free to exercise and enjoy the human and divine
rights won by the American people and guaranteed in the
Declaration of Independence and the United States Constitution;
and that those similarly stated rights set forth in the
Constitution of the Union of Soviet Socialist Republics,
the United Nations Charter, and the Universal Declaration
of Human Rights be actively put into practice at once;
We, the undersigned, representing the forces of freedom
worldwide, do hereby vow before the Lord God Almighty that
we will support by any God-ordained means the citizens of
any nation in their stand for personal, national, and planetary
freedom as guaranteed in these documents by reason of the
inextinguishable free will which remains the soul gift of
their Creator; and
That to secure this inalienable freedom to self-determination
for all, we will support them by sound action; for it is
not in the words that men speak or the words that they write
that the course of history is shaped or the higher evolution
of man is secured, but in the quality and determination
of their actions that support their words that their motive
and their character appear.
Therefore, as divinely blessed individuals who comprise
communities of free and independent states, the citizens
of planet Earth have the right under their logical and God-ordained
freedoms of religion, speech, assembly, and press to demand
free elections and to call for a constitutional convention
to found their nation's self-government under God; and
That in their exercise of these inalienable rights within
the framework of Church and State, they may derive the protection
of private property and individual enterprise in commerce
and the professions; form alliances of their natural selection,
including free associations for the protection of the sacred
labor of their minds and hearts as well as their hands,
in which they glorify God and serve their fellow citizens
and respective countries; and establish militias to provide
for the common defense; and
Therefore, in defense of these rights, we call for complete
sanctions against the Soviet Union and all governments who
oppress their own people or those of other states; and
For the support of this Declaration of International Interdependence
of the Sons and Daughters of God, with a firm reliance on
Almighty God and his heavenly hosts, we the undersigned
mutually pledge to each other our lives, our fortunes, and
our sacred honor-ratified in action by our words and our
deeds-to keep the flame of freedom burning in every nation
and on the altar of every human heart. So help us God!
